So I contacted the 3rd party for a refund, and instead they resolved the issue in literally 5 minutes. Microsoft lied. It was not a wrong product key. It was a known bug with Office 2019 that they are not only trying to hide, but are actively using to steer customers away from 3rd party purchases of perpetual licenses and toward Office 365 instead.

It worked fine on my Surface Pro 6 which I just replaced with a new computer. When installing, you are given the option to install without using a Microsoft account. That's what I did back in 2019, and that's what I tried Active Directory-based activation can activate Office installed on domain-joined computers. The product key information, which is the same that is used by KMS, is stored in Active Directory and replicated throughout the forest.
